How We Help

Expert Navigation for Every Step of Your Caregiving Journey

Whether you are navigating the IHSS Program for the first time, trying to understand CalAIM benefits, seeking Regional Center support for a loved one with a disability, looking for respite relief, or simply trying to take care of yourself in the process, The Caregiver Playbook is your guide. We know these systems because we have lived them. And we are here to make sure you do not have to figure them out alone.

IHSS Program Navigation

The In-Home Supportive Services (IHSS) Program is one of the most powerful tools available to family caregivers in California, but it is also one of the most misunderstood. From the initial application to the social worker assessment, understanding how hours are determined and what to do when they are denied or reduced can feel overwhelming. We help you understand exactly how the IHSS assessment process works, how to document your loved one’s needs effectively, and how to fight back when the system gets it wrong. If you have received a Notice of Action reducing or denying hours, we can help you file an appeal and prepare for your hearing.

What we help with:

• IHSS applications and eligibility
• Assessment preparation and documentation
• Hours denied or reduced — appeals and fair hearings
• Paramedical services and physician authorization
• IHSS provider enrollment and timesheets
• Protective supervision documentation

Ready to apply for IHSS?
Download the official state application (SOC 295) directly from the California
Department of Social Services. Once completed, submit it to your county IHSS office by mail, fax, phone, or in person. Your county is required by law to accept it.

WPCS / Libertana — Additional Hours Beyond IHSS

If your loved one already has IHSS and still needs more care than their authorized hours allow, the Waiver Personal Care Services (WPCS) program may be the answer. WPCS provides additional in-home care hours to individuals who are Medi-Cal eligible, meet a nursing facility level of care, and need more support than IHSS alone can provide.

Libertana Home Health is one of the state-approved agencies that administers WPCS in California. Through this program, your loved one can receive supplemental personal care services on top of their existing IHSS hours, helping families avoid costly out-of-home placement while maintaining quality care at home.

What we help with:
• Understanding if your loved one qualifies for WPCS
• Navigating the WPCS application and enrollment process
• Coordinating WPCS hours alongside existing IHSS services
• Connecting families with Libertana and other approved WPCS providers
• Advocating for the level of care your loved one truly needs

CalAIM Navigation

CalAIM is California’s transformation of the Medi-Cal system, designed to connect people with enhanced care management, community supports, and services that go beyond traditional medical coverage. For family caregivers, CalAIM can open doors to meal delivery, housing support, care coordination, and in-home support that were previously hard to access. What many families do not know is that CalAIM can also provide additional care hours and respite support while you are waiting for an IHSS assessment or reassessment. If your loved one is in the middle of the process and care needs are not being fully met right now, CalAIM Community Supports may be able to bridge that gap. Reach out to us to find out if your family can tap into this. Managed care plans implement CalAIM differently, and not every family knows to ask. We help you understand what your loved one may qualify for and how to advocate for those services through their health plan.

What we help with:
• Understanding Enhanced Care Management (ECM)
• Community Supports available through Medi-Cal managed care
• Bridging care hours during IHSS assessment or reassessment periods
• CalAIM funded respite hours for caregivers
• Medically Supportive Meals and other in-home services
• Navigating CalViva, Anthem Blue Cross, and other health plans
• Connecting services across IHSS and CalAIM

Regional Center Navigation

California’s Regional Center system provides lifelong services and supports to individuals with developmental disabilities, including intellectual disabilities, cerebral palsy, epilepsy, autism, and related conditions. Families who qualify can access respite care, day programs, independent living support, and much more.

What many families do not know is that the Regional Center can also bridge the gap when IHSS hours are not enough. Through the Lanterman Act, California guarantees that eligible individuals with developmental disabilities have the right to receive the services and supports they need to live as independently as possible. That means if your loved one qualifies and their current care plan is not meeting their needs, the Regional Center is obligated to help, including providing additional caregiver hours and respite support.

Knowing your rights is powerful, but knowing how to communicate those needs to your social worker is what actually moves the needle. We coach you on exactly what to say, how to document your loved one’s needs, and how to walk into every IPP meeting prepared and confident.

What we help with:
• Regional Center eligibility and intake
• Understanding the Individual Program Plan (IPP)
• Advocating for services at IPP meetings
• Bridging additional caregiver hours through the Regional Center
• Coordinating Regional Center services with IHSS and Medi-Cal
• Appealing denied services
• Coaching on how to communicate effectively with your social worker

What is the Lanterman Act?

The Lanterman Act is a California law that has been in place since 1969. In plain terms, it gives people with developmental disabilities the legal right to receive services and support from birth through the end of life. California is the only state in the country that guarantees this entitlement. If your loved one qualifies, the Regional Center cannot simply say no without cause. Knowing this law exists and how to use it is one of the most important things a caregiver can learn.

Respite Care

Caregiving is a full-time responsibility, and every caregiver deserves a break. Respite care provides temporary relief so you can rest, recharge, and return to your caregiving role with renewed capacity. Without it, burnout is not a possibility, it is a certainty.

Respite care can be funded through several programs including IHSS, the Regional Center, and CalAIM Community Supports depending on your loved one’s eligibility. Many families do not realize they may already qualify for funded respite and simply have not been told. We help you identify what is available, how to access it, and how to make sure you are actually using it.

What we help with:
• Identifying respite funding sources available to your family
• IHSS respite hours and how they are authorized
• Regional Center funded respite services
• CalAIM respite hours available through your health plan
• Short-term and emergency respite options
• Connecting families with vetted respite providers
• Advocating for increased respite hours when needs are greater
